I suspect that it's for kids to play on, or get their tongues stuck on.
I think it's funny, when it doesn't happen to me, when I hear about people who get their tongues stuck time and again. All through their lives. How do they expect to keep getting loose? Maybe they know something I don't, because I lose skin when I get stuck. I stick with my assertion that it's best to not get stuck in the first place.
